Datenbank von SQLite auf Postgres umgestellt

Verbindung über KVER_DSN; Tabelle user heißt jetzt account (reserviertes
Wort in Postgres). kver import-sqlite übernimmt die alte Datei einmalig in
einer Transaktion.
